Goal

Allow QoS control on secondary OVN networks.

User Stories

As an admin,
I want to make sure that one of the VMs/Pods does not exhaust the whole link with its traffic.
As an admin,
I want to specify network rate limiting on secondary interfaces for each VM/Pod.
