Steps to Reproduce:
1. Set a VM with isolateEmulatorThread

$ oc get vm fedora -o yaml | yq '.spec.template.spec.domain.cpu'

dedicatedCpuPlacement: true
isolateEmulatorThread: true

2. VM is not migratable because "VMI uses dedicated CPUs and emulator thread isolation"
