[2176353] Cannot enable headless mode in catalog

Description of problem:
Try to enable headless mode while creating the VM, error happens:
1. on quick create page, the error is "not found"
2. on customize page, the error is "Operation cannot be fulfilled on virtualmachines.kubevirt.io "rhel8-40lo7aopvt16vckc": StorageError: invalid object, Code: 4, Key: /kubernetes.io/kubevirt.io/virtualmachines/default/rhel8-40lo7aopvt16vckc, ResourceVersion: 0, AdditionalErrorMsg: Precondition failed: UID in precondition: 3952d450-dc11-4ee5-88a1-9a0062c61f17, UID in object meta:"
3. when it's regular user, the error is "virtualmachines.kubevirt.io "${NAME}" is forbidden: User "test" cannot update resource "virtualmachines" in API group "kubevirt.io" at the cluster scope"
