Description of problem:
Add volume from existing PVC does not work, the created PVC is in pending state because the annotation "cdi.kubevirt.io/storage.bind.immediate.requested: 'true'" is not added to the PVC.

1. add bootable volume from existing PVC

Actual results:
the volume is not show up at all, because the backend PVC is in pending state

the volume is added successfully.
