Goal
The RPM builds of virtctl for RHEL7 should be dropped as it is getting increasingly harder to support this platform. The builds for RHEL9 should be dropped too, to further minimize the maintenance efforts of virtctl, because oc RPMs are not supported on RHEL9 either. See the notes for links to documentation backing these statements.
