As part of CNV-24899 we observed that base per-pod memory consumption was about 10 MB on x86 but 20 MB on ARM.  One hypothesis is that this is due to the smaller base page size of x86 (4K) vs. ARM (64K on RHEL 8).  This should be retested when OCP on RHEL 9 is available, as RHEL 9 offers 4K base page size on ARM.
