There is a difference between Dockerfile.in of that container in cnv-4.11-rhel-8 and in cnv-4.12-rhel-8. In cnv-4.11-rhel-8, it works without issues, but in cnv-4.12-rhel-8 it's failing [1]:

ERROR - Error: error building at STEP "RUN dnf install shadow-utils &&     adduser --system --no-create-home -u 1001 vm-latency &&     dnf remove shadow-utils &&     dnf clean all": error while running runtime: exit status 1

It's blocking CNV 4.12.1 build pipeline because of that container failure, on this container failed in the whole pipeline process.
