Goal

virtctl needs to be made avialable publicly in an unauthenticated manner in order to make it easier to consume by users, customers, and automation.

User Stories

As a user, I want to download virtctl, so that I can access with CNV better
As a WTO developer, I want to have a public unauthenticated URL of virtctl, so that I can download the correct and official RH virtctl binary into my WTO container (~~WTO-129~~)
