[2140405] hyperconverged-cluster-cli-download fail to start on a cluster with ipv6 disabled

      Description of problem:

      I disabled IPv6 with MCP, and on deploying CNV on OCP 4.12 I get this message,

      2022/10/28 01:56:35 [emerg] 1#0: socket() [::]:8080 failed (97: Address family not supported by protocol)
      nginx: [emerg] socket() [::]:8080 failed (97: Address family not supported by protocol)

      Once I remove the MCP, the operator finishes the installation

      Version-Release number of selected component (if applicable): 4.12

      How reproducible:

      Every time for now.

      Steps to Reproduce:
      1. Add an MCP to disable IPv6, and run the CNV installation
