Description of problem:
The catalog shows the template list for users who do not have enough permissions to process a template under 'all-namespaces' or a specific namespace which is not allowed for example openshift-virtualization-os-images namespaces

Steps to Reproduce:
1. navigate to Virtualization -> catalog and select openshift-virtualization-os-images namespce
2. pick any template the drawer will appear and the footer will have only Customize VirtualMachine and Cancel buttons, click Customize will lead to a crash
3.

Template list is shown and clickable

Expected results:
an Error should appear to say this namespace is not eligible for processing the template
