Goal: we want to integrate the arm nodes as a prow worker cluster so that we can use them as we do the prow-workloads cluster, but for arm jobs

Note: we would want to create sub task from the TODO, so we can put them into a sprint separately

TODOs:

• upgrade existing node to use latest version of K8S using kubespray
• install K8S on new arm node using kubespray
• add new arm node to the cluster
• Integrate the cluster in the same way as prow-workloads
  • add kubevirt-prow-jobs ns, add rbacs (look at the prow-workloads cluster config for examples)
  • do not install other caches than the image cache
  • maybe look at full fledged cluster setup like prow-workloads as as follow up
