VM create button is not enabled while adding multiple environment disks

Steps to Reproduce:
1. add all kinds of environment disks while creating the vm
2.

Actual results:
VM create button is disabled

Expected results:
VM create button is enabled

Once the save button is clicked and then add another disk, click save button seems not working, but it actually does.
