Cannot edit ssh even vm is stopped

How reproducible:

Steps to Reproduce:
1. create a vm without start it
2. try to edit the vm ssh field in vm details tab
3.

Actual results:
Cannot edit ssh

Expected results:
it's able to edit ssh when the vm is stopped
