Description of problem:
Not able to stop/restart VM if the VM is staying in "Starting", stop/restart the VM via virtctl is okay.

If there is a problem to prevent the VM to start like bug https://bugzilla.redhat.com/show_bug.cgi?id=2085320, there is no way to get the VM back to work on the UI currently.
