After enabling vTPM feature in VM spec, it fails to schedule

How reproducible:
100%

Steps to Reproduce:
1.create a VM with tpm: {} in spec.template.spec.domain.devices
2.start a VM

Actual results:
VMI fails to schedule with error:

VMI scheduled successfully
