Surface HCCO reconciliation failures in HostedCluster status

      As a service provider, I want HostedCluster Config Operator (HCCO) reconciliation failures to be reported in the HostedCluster status conditions, so that I can understand the health of my cluster without needing to inspect HCCO logs directly.

      Acceptance Criteria

      • Test that when the HCCO encounters a reconciliation error, a condition is set on the HostedCluster (or HostedControlPlane) status reflecting the failure
      • Verify that the condition includes a meaningful message and reason describing the HCCO reconciliation failure
      • Test that when the HCCO reconciliation recovers, the condition is cleared or updated to reflect the healthy state
      • Verify that HCCO error reporting follows the same pattern used for CPO and HO reconciliation error reporting
      • Test that oc get hostedcluster or oc describe hostedcluster surfaces the HCCO failure condition

      Additional Context

      • Currently, reconciliation errors are reported in HostedCluster status for the Control Plane Operator (CPO) and HyperShift Operator (HO), but not for the HostedCluster Config Operator (HCCO)
      • This story adds parity for HCCO with the existing CPO/HO error reporting pattern
