Add beta criteria to the enhancement and get approval from sig-api-machinery.

Why

We need to promote to beta, to be able to use the deletion of corrupt objects in downstream.

How

sig-auth is not feeling like the right sig, so we need to go to sig-api-machinery.

The code changes are in the kube-apiserver.

There are some caching issues.

But performance degradation during remediation is acceptable for sig-api-machinery.
