      Epic Goal

      Add native CAPI support for HyperShift to scale NodePools up from zero.

       Why is this important?

      To enable OpenShift Hosted Clusters on Azure to be safely scaled to zero when no NodePools are necessary while keeping the ability to scale back up when worker nodes are needed again.

      Acceptance Criteria

      • CI - Must have e2e coverage on ARO/HCP
      • Documentation must cover the ability and mechanism of scaling down and up from/to zero.
      • Autoscaling from zero works on Azure when cluster-api is authoritative with no annotations for scaling.

      • The cluster api azure provider need to be updated to include the scale from zero guidance as defined in proposal Opt-in Autoscaling from Zero .
