Implement comprehensive Service and Pod monitors to enable the platform monitoring Prometheus to scrape all control plane metrics. This covers cluster operators, API server, scheduler, etcd, IAM/AuthN/AuthZ, and all P1/P2 use cases from the original requirements.
Acceptance Criteria:
- Service/Pod monitors for cluster operator state metrics (use case #1)
- Service/Pod monitors for Prometheus operator controllers (use case #2)
- Service/Pod monitors for API server metrics (use case #3)
- Service/Pod monitors for pod scheduling metrics (use case #4)
- Service/Pod monitors for etcd metrics (use case #5)
- Service/Pod monitors for IAM/AuthN/AuthZ metrics (use case #6)
- Service/Pod monitors for all P1 and P2 use cases (#8-#11)
- Metrics match those available in standalone OpenShift clusters
