This card tracks implementation of the Progressing condition type to represent when NodePools are unable to make forward progress due to persistent failures that are not covered by  existing specific conditions.

When Progressing=False, it provides a clear signal to users and automation that a NodePool has encountered an error requiring manual intervention to recover.
