I want comprehensive cross-cluster restore E2E tests for Azure
So that we validate ARO HCP disaster recovery capabilities between different Azure management
clusters

Context

Azure cross-cluster restore involves Azure Storage cross-subscription access, managed identity
configurations, and potentially different Azure regions, resource groups, or subscriptions
between source and target clusters.

Tasks

• Implement Azure cross-cluster backup and restore test workflows
• Configure Azure Storage cross-subscription/region access patterns
• Test cross-region and cross-subscription restore scenarios
• Validate Azure-specific networking and managed identity configurations
• Implement Azure resource cleanup across source and target clusters
• Configure CI job for Azure cross-cluster testing

Acceptance Criteria

• Cross-cluster restore tests implemented for Azure (same region)
• Cross-region restore scenarios tested and validated
• Azure Storage cross-subscription access properly configured
• Managed identity validation implemented for restored clusters
• Cross-subscription scenarios tested and documented
• CI job configuration completed for Azure cross-cluster tests
• Azure cross-cluster test documentation completed
