I want to define how CI jobs will manage source and target management clusters for
cross-cluster restore testing
So that we have a reliable strategy for validating disaster recovery scenarios

Context

Cross-cluster restore requires coordinating two separate management clusters (source and
target), managing their lifecycle, cleanup, and resource allocation within CI constraints.

Tasks

• Analyze CI infrastructure requirements for dual cluster management
• Define source and target cluster provisioning and teardown strategies
• Plan resource allocation and timing for cross-cluster scenarios
• Design CI job coordination between source/target cluster operations
• Document cross-cluster CI execution workflow
• Plan integration with existing hypershift CI infrastructure

Acceptance Criteria
