      Goal of this epic is to track activities to add a signal to evaluate connectivity status between data plane and control plane. It follows up a dicussion with ROSA-HCP SREPs.

      We don't need a per node metric IMHO.
      Ideally, we just have a single status/metric per HCP for each direction of the connection:
      is the connection through konnectivity working? This would likely be showing unknown if there's no workers.
      is the connection from the dataplane to the control plane generally (=not per worker) working ? I'm not sure how exactly we could track this from the control plane side. Ensuring the VPCE is available would be one way, but it wouldn't necessarily capture bugs like OCPBUGS-37486.
