Every new operator needs documentation, so part of productizing SPO is creating documenation for it. This could be a new guide or an extension of the existing "Security and Compliance" guide

Acceptance criteria:

• the ISC development team will provide a base of the documentation (e.g. in the form of a google doc) to help the content writers. We did the same for the Compliance Operator, see the doc
• we have SPO documenation that explains how to use the SPO to deploy security policies and manage their lifecycle
