      Goal Summary:

      To create and ship official, out-of-the-box compliance profiles using CEL 

      Goals and expected user outcomes:

      This feature expands the OpenShift Compliance Operator's content distribution mechanism. It adds a new, formalized rule definition standard using CEL, alongside the existing SCAP methodology for generating and delivering official, out-of-the-box compliance profiles.

      The idea is to move the use of CEL from an optional, advanced feature (used primarily in user-defined Tailored Profiles) into an option for us to build contant for the existing official profiles.

      Acceptance Criteria:

      New out of the box profiles can use rules written in CEL. Starting with OCPVirt profile.
