Implement support for BSI Profiles on ARM64 clusters.

User Stories:
 * As an OpenShift Administrator using the Compliance Operator, I want to be able to scan the cluster using profiles that align with NERC CIP guidance, so I can assess my compliance posture in terms of NERC CIP.

Acceptance Criteria:
 * Must have CI in place that tests the ocp4-nerc-cip profile on ARM64 clusters
 * Must have CI in place that tests the ocp4-nerc-cip-node profile on ARM64 clusters
 * Must have CI in place that tests the rhcos4-nerc-cip profile on ARM64 clusters
 * Results should be consistent with findings on x86_64 systems
 * Properly handle rules that check for operators that are not yet supported on ARM64
 * Profiles should use arm-specific rules where applicable
