Check-payload is failing when run with the `-V 4.16` configuration (this is run as part of konflux builds in the enterprise contract for 4.16 file based catalogs for example) when run against a base image of RHEL 9.6.

Additionally, some images using the same RHEL 9.6 base image pass check-payload.
