Implement support for FedRAMP High Profiles on ARM64 clusters.
User Stories:
* As an OpenShift Administrator using the Compliance Operator, I want to be able to scan the cluster using profiles that align with FedRAMP High guidance, so I can assess my compliance posture in terms of FedRAMP High.
Acceptance Criteria:
* Must have CI in place that tests the ocp4-high profile on ARM64 clusters
* Must have CI in place that tests the ocp4-high-node profile on ARM64 clusters
* Must have CI in place that tests the rhcos4-high profile on ARM64 clusters
* Results should be consistent with findings on x86_64 systems
* Properly handle rules that check for operators that are not yet supported on ARM64
* Profiles should use arm-specific rules where applicable
