This request tracks and references the work necessary for end-users to install, configure, and use the Compliance Operator on ROSA Hosted Control Plane environments, where they only have access to the worker nodes.

As a ROSA HCP user, I want the ability to use the Compliance Operator to scan worker infrastructure to help me assert compliance with various benchmarks and standards.
