Some CaC rules have version-specific test manifests. We need to make sure that they contain 4.12 and the corresponding rules are tagged to be ran on 4.12 as well.

Acceptance criteria:

• all rules that have version-specific test manifests are updated to include 4.12 both in the rule itself as well as the test manifests.
