Recently the SPO upstream split some tests to a separate make target called e2e-flaky. We should run those tests as well as part of our CI pipeline because the non-flaky tests don't cover everything.

The side effect of these cards is that we might increase the bus factor of SPOs release repo.

• the SPO CI jobs also run the flaky tests
