We have a bug where SDN rules are evaluated on a cluster that use OVN, and resulted in false pass/fail instead of not-applicable.

To fix this issue, we need to be able to identify if a cluster has OVN/SDN.
 
Acceptance Criteria:

• Create OVN, SDN CPE on CaC repo
• Add needed api path to api resources collector in CO for identifying if OVN/SDN being used
• Modify existing SDN rules to only run on SDN OCP cluster
