We need to create an APIBinding in each location workspace in order to have permission to create SyncTargets, service accounts, etc.

Rather than expecting the user to do this manually, we can create a cluster workspace type like “acm location” that extends the “location” workspace type, and we can automatically create the apibinding to the empty api export. So, HAC infra could help the user to create the acm location workspaces. If they want to use an existing workspace as a location workspace, they’d still need to manually do the bind to the empty export.
