The cluster registration repo needs to have E2E tests baked into each PR before merge.  Right now we are only doing unit tests. 

This will require:

• test infrastructure setup (May be able to do something similar to how IDP E2E is run by prow and using cluster claims)
• test cases - need to ensure the PR changes do not break existing function
