Description: 

Create the trust-manager controller that watches TrustManager CR and manages the reconciliation lifecycle. This includes controller registration, cache configuration, event filtering with predicates, and basic reconciliation loop structure.

Acceptance Criteria:

• Controller only reconciles TrustManager CR named "cluster"
• Finalizer added on CR creation
• Status conditions updated appropriately
