During integration testing by the OSSM team for the new istio-csr controller in the cert-manager-operator, it was found that the istio-csr version used is not compatible for use with OpenShift Service Mesh v3 / istio v1.24+.

Fix plan: we bump the static manifests in operator's bindata/istio-csr directory: https://github.com/openshift/cert-manager-operator/tree/master/bindata/istio-csr with v0.13.0+ istio-csr release.
