Add below konflux resources by creating new Project, ProjectDevelopmentStream & ProjectDevelopmentStreamTemplate for istio-csr

• Component
• ImageRepository
• IntegrationTestScenario
• ReleasePlan
• ReleasePlanAdmission

Update https://github.com/openshift/cert-manager-operator-release/blob/release-1.15/Containerfile.cert-manager-operator.bundle to include the new istio-csr image.

Update https://github.com/openshift/cert-manager-operator-release/blob/release-1.15/hack/bundle/render_templates.sh to handle modifying the istio-csr default image in operator CSV.
