Create a Containerfile in https://github.com/openshift/cert-manager-operator-release for building downstream istio-csr container image using `brew.registry.redhat.io/rh-osbs/openshift-golang-builder` as base image.

For achieving the above task, need to add https://github.com/openshift/cert-manager-istio-csr as a gitsubmodule.
