cert-manager should not install as a cluster operator

    • The operator being a Day-2 operator will now not register itself as a cluster operator and will not show up as a cluster operator on the Openshift console.

      When you install the tech preview of cert-manager it installs as a cluster operator that appears in parallel with the other cluster operators. However it uses a different version number (1.7.1 versus 4.10.x) and doesn't seem to have the life cycle as the other cluster operators.

      IMHO cert manager should not be installed as a cluster operator, however if we do go this route it needs to use the same versioning and behavior as other cluster operators.
