Always and observed in all versions of the operator
Steps to Reproduce:
1. Install cert-manager-operator 1.11.4 2. oc get deploy cert-manager-operator-controller-manager -n cert-manager-operator -o yaml 3. nodeaffinity is set with incorrect values.
