Update s390 image builds to 0.18.0 release of OpenJ9 and drop JAVA_TOOL_OPTIONS workaround for java startup times

    Description

      The workaround included in: https://github.com/jboss-container-images/jboss-eap-7-openshift-image/pull/303/files#diff-48de3a64968c137c6f4d0fdcebd13984R12 defaulting to -Xmx4g should no longer be included, and the observed slow startup performance using OpenJ9 with a -Xmx=2g should no longer be observed.
