Create logging mechanism to allow updating the log config via the deployment config

It would be much easier for debugging if we had a mechanism to update the logger configs in logging.properties and standalone-openshift.xml via either deployment config or a configmap or something. The deployment config version could just have LOGGER_EAP_DEBUG|TRACE etc and a list of names to enable.
