EAP CD image stream metadata refers to '12' tag as 'The latest available build of JBoss EAP continuous delivery Tech Preview.'

The '12' tag isn't the latest so the eap-cd-image-stream.json description metadata is wrong.

The '13' tag says the same thing, which is correct at the moment but will be wrong once CD 14 is out. Perhaps that description text should be reserved for the 'latest' tag.
