EAP CD templates version / xpaas should match the EAP CD version string

Currently templates use an x.y.z version scheme that is moved somewhat arbitrarily. For EAP CD we could just use CD13-x (for example) for both values, with x incrementing on each release of the templates. (Or something similar).
