Create an EAP CD application template oriented toward use on OSO Starter

Create an application template oriented toward simple OOTB use on OSO Starter.

The initial thought is this would be very much like eap-cd-basic-s2i but with some rough edges smoothed off.

1) Edge routing enabled (see CLOUD-2249)

2) Parameters likely not relevant to Starter removed. For example params to do detailed JGroups configuration seem pointless in an environment where at most 2 pods are allowed and memory limits likely won't allow more anywya. Also CLOUD-2387 (HOSTNAME_HTTP).

3) Others as per input we receive as we develop this.

Intent would not to be to include this in OCP or on OSO Pro, as including it there would be conceptual clutter.
