The JDG state-transfer timeout could not be set with <cache>STATE_TRANSFER_TIMEOUT, the variable has no effect

      Set the state-transfer timeout is important for caches with huge data to allow longer duration for state-transfers.
      But the variable STATE_TRANSFER_TIMEOUT seen in the configuration scripts does not have an effect.
      The expected element would be
      <distributed-cache name="myCache" .....>
      <state-transfer timeout="theValue"/>
      ......
