[templates] Update EAP a-mq templates to A-MQ 6.3

EAP templates should be updated to A-MQ 6.3 (before the A-MQ 6.2 gets deprecated)

Also, on Online there is just A-MQ 6.3 stream installed, so any template on Online using A-MQ 6.2 won't work without modification.
