Provide support for transaction recovery for transactions which are coordinator by an external EIS over XATerminator

Currently in the case of scale down or failure there is no clear or natural way to reattach an EAP instance to an EIS.

It may be that this can never be supported given the APIs available to Java EE.

The natural work around is to have something that you can say is a singleton (which an admin would need to confirm) so you can reattach the EIS to a known endpoint but this is not yet well defined or supported.
