[A-MQ] Support Virtual Topics in Message Migration

    Description

      When message migration was introduced to the A-MQ images there were upstream product issues preventing the successful migration of Virtual Topics from a terminating pod to other members of the A-MQ cluster. We expect fixes for this feature to be released as part of the upstream A-MQ 6.3R6 release so should revisit this functionality once this is available.
