Add support for using persistence with local metadata caches

Cause: Pods do not reuse persisted metadata (e.g. global state, protobuf) from previous pods that have been removed Consequence: Persisted metadata must be recreated when each new pod is started Fix: Support partitioning of Persistent Volumes to reuse previously created metadata Result: Persisted metadata does not need to be recreated when new Pods have available metadata from previous pods
