Cause: Pods do not reuse persisted metadata (e.g. global state, protobuf) from previous pods that have been removed
Consequence: Persisted metadata must be recreated when each new pod is started
Fix: Support partitioning of Persistent Volumes to reuse previously created metadata
Result: Persisted metadata does not need to be recreated when new Pods have available metadata from previous pods

Add support for using persistence to store locally cached metadata used by JDG. This will improve performance during scale up/down.
